Services

Counties work with CTSI because of the advantages we offer. Our professional, ethical and committed team conducts complete, thorough audits with a personal, down-to-earth touch. Working under the direction of the Tax Administrator or Tax Assessor, we represent each county well by upholding high standards of business ethics and a commitment to complete, accurate and fair audits.

Auditing: Business Personal Property

We audit business personal property tax listings to verify they are listed in accordance with the North Carolina General Statutes and county instructions. Through comprehensive audit practices, including validating the information taxpayers give us, we conduct audits that leave no stone unturned. We work diligently with the tax office and the taxpayer so listings are audited in a professional and ethical manner and are accurate going forward.

Business personal property tax audits can include:

  • Verification of exempt property
  • Real vs. personal verification
  • Detailed analysis of assets
  • Thorough review of financial statements
  • Physical walk-thru of facilities when needed
  • Physical inspection of specific assets
  • Obsolescence reviews, with or without an audit

Gross Receipts

Room Occupancy Tax

For establishments required to list Room Occupancy Tax, we examine gross receipts from the taxpayer and compare them to the amounts listed and taxed by the jurisdiction, to verify monthly listings are filed accurately. A professional on our staff has a background in the financial end of the hotel and motel industry, which gives us extra insight into how Room Occupancy Tax works.

Food & Beverage Tax

We help counties verify the accuracy of Food & Beverage tax listings from businesses required to file. We examine gross receipts documents and compare them to the listings filed and taxed to determine whether the proper amount has been paid.

PUV and Exemption Review Services

CTSI helps North Carolina counties meet the annual review requirements of N.C.G.S. § 105-296(j) and (l) for Present-Use Value (PUV) and exempted or excluded properties.

When staffing or specialized training makes these reviews challenging, CTSI provides experienced support to help counties meet these requirements and maintain compliance.

We welcome the opportunity to discuss how we can assist your county.

CTSI audit methodology

Our services assist the county in ensuring all business taxpayers in the county are listing properly, and help the county promote equity among taxpayers and ultimately increase the county’s tax base. The success of our auditing programs has come from performing in-depth, thorough audits and researching every aspect of each audit. This approach results in a higher percentage of discoveries and increased revenue for each county.

Appeals support

Because we commit to thorough audits, we include expert staff witnesses to support the appeals process. If a taxpayer appeals a discovery we prepared for you, we stand by our work and will be available to attend, at your request, any hearings or conferences necessary to help resolve the issues.

Every audit

  1. Identify all taxable assets and their costs
  2. Place findings in a report to county officials for approval
